Shortly before 12:30 this afternoon, a man changing a tire on the side of Interstate 81 near Carlisle was struck by a water tank truck. State Troopers say the accident that occurred in the northbound berm of the highway is what caused the colossal traffic backup that beleaguered numerous Cumberland County motorists today.

The northbound lanes of I-81 reopened one lane approximately an hour after the crash.
